Despite Americans racking up the miles at record levels this summer, gas prices are expected to remain at record lows.

With the end of the summer travel season drawing near, the price of gasoline continues moving downwards, according to a new survey by AAA, even as the long slide in the price of crude oil shows signs of coming to an end.

AAA said the average price for regular unleaded gasoline nationally was $2.12 per gallon, which is the lowest price for this date since 2004 although it is a fraction of a penny more than one week ago. The price is nine cents less than one month ago and 54 cents less than the same date last year, AAA reported.

Meanwhile, reports from the Middle East indicate that for the first time in more than two years some members of the Organization of Petroleum Exporting States, or OPEC, are now considering reducing the daily output of crude oil in a bid to drive up prices.

The price of crude oil began to slide in 2014 amid an all-out, global battle for market share as production steadily increased in the United States.

The speculation about higher crude oil prices has not had any impact on gasoline prices. In fact, the Bureau of Labor Statistics reported this week the price of gasoline dipped by 4% in July.

However, the price in different parts of the country continued to fluctuate, AAA said.

AAA said the Midwest features the most dramatic pump price movement, including the only five states posting a weekly price change of more than a nickel. Prices in Michigan and Ohio have dropped at the same time prices in Kentucky, Indiana and Minnesota have jumped. The swings in Midwestern prices reflect refinery-level production and distribution issues, AAA noted.

A report last week from the U.S. Department of Energy showed Midwestern supplies dropped for the third consecutive week due to a production problem at the 430,000-barrel per day BP refinery in Whiting, Indiana.

“However, despite the decline resulting in a new 2016 low, gasoline stocks for the Midwest Petroleum Administration for Defense District remain nearly 10% higher than the same time last year. These robust year-over-year supply comparisons are evident nationwide and pave the way for the lowest pump prices for motorists in more than a decade to persist through Labor Day,” AAA noted in its weekly report on gasoline prices.

Even with American motorists on track to set a record for miles driven this summer, AAA estimated that barring a dramatic shift during the next several weeks, national gasoline supplies are likely to end August at their highest level on record.

As of yesterday, approximately 41% of gas stations nationwide were selling gasoline for $2 per gallon or less, a slight decrease from the 43% last week, but ing sharp contrast to 0.1% below this threshold on this date last year.
